Um. Don't think anyone said that. My assertion is that if you can see it, its vapor not steam (which is a colourless gas) and is a side issue to the real point of this thread which is that they don't use boiling water to make the tea because they're basserds.

Indeed.  McDonalds will confirm that no liquids over 60 degrees are served to customers.
