Looks like it's gonna be 1 vote per e-mail address. The top 25 on the main page look like they're going by downloads - presumably that'll be IP specific.
It is based on unique downloads for the charts and but its one of those things where - the more downloads you get - the higher up the chart you will be - ergo more downloads you get!
