Obviously we're not. If we were I would easily be able to track down manifestos from each of my local election candidates & that way be able to logically choose who to vote for. As it is my logic is thus; no to the BNP (no explanation needed), no to the local party because they are a bunch of nutters, no to the independent candidate because I can find out absolutely nothing about him. This leaves me with the three main parties (currently we have a hung council of these three, with serious &, to the extent of getting lawyers involved). They're probably all as bad as each other, & they're only going to be there for the gang warfare anyway. Guess I'll vote for the current, fairly long standing councillor, as although he's of no perceivable use he is at least popular & should keep out the lunatic fringes. THIS IS NOT HOW I WANT TO MAKE MY DECISION!
Oh, and also, it is not helpful when the written instructions tell me to display the parlimentary ballot paper number in the envelope window, but the pictorial ones on the other side of the same piece of paper clearly state it should be the local one.
After all these years of studying candidates and issues I have finally changed my way of voting...All politicians, regardless of party affiliation, are incompetent, greedy thieves...I no longer vote for any candidate, I only vote against...Whoever runs against the incumbent gets my vote, if they're in they're out......Ben

Of my prospective candidates, two have neither bothered to publish any detailed manifesto on the internet nor have replied to my e-mails asking for their thought on my key points. The local Lib Dem, howeverhas a very comprehensive website and did reply in quite a lot of detail to my e-mail.
In my area, Lib Dems have been getting over 50% of the vote for years and it's unlikely to change. Which is fine, because he seems to be quite effective.
