A. Where it is strictly by coincidence? B. Something she was trying to get to for personal use? C. Something she had just used and was riding away from?

The blokely on the left appears to be an ambulance man, so I'll give him the benefit of the doubt that he's actually being more useful than he looks. The bloke on the right could be chatting to her while the wait for the fire service to come & get her out. so, I think there is a possibility that neither are merely watching. The photographer really has no excuse.
(But she doesn't look in pain & it is kind of funny, so I'm going to laugh now!)
