We could have a go. Cunning use of bluescreens!

Film the skyline on a really sunny day. Use the blue sky as a bluescreen in Premiere Pro or similar. Wave some Jammie Dodgers around in front of a bluecreen (a.k.a. old blue blanket). Superimpose on a sky background and then superimpose that onto the skyline footage.

Done and dusted.
